It is almost entirely due to New Jersey having the 3rd lowest state gasoline tax in the nation. NJ’s gas tax is $0.26/gal less than New York’s. Proximity to refining capacity (ie reduced shipping costs) may contribute as well but I don’t have any hard numbers for that.
