What are Chsp services?
The CHSP provides entry-level support for older people who need some help to stay at home. Service providers work with them to maintain their independence. Support can include help with daily tasks, home modifications, transport, social support and nursing care.
What services do HACC provide?
HACC (Home and Community Care)
- In-home nursing care.
- Allied health services (physiotherapy, podiatry, speech pathology etc.)
- Domestic assistance (cleaning, shopping, washing etc.)
- Personal care (bathing, grooming, dressing, eating, meal preparation etc.)
- Social support.
- Gardening and home maintenance.
- Home modifications.
Who is eligible for Chsp funding?
To be eligible for this program, you must be aged: 65 years or older (50 years or older for Aboriginal or Torres Strait Islander people), or. 50 years or older (45 years or older for Aboriginal and Torres Strait Islander people) and on a low income, homeless, or at risk of being homeless.
Is Chsp income tested?
CHSP is not means tested. The hourly fees are very affordable. If you do need more assistance you do not automatically switch over to Home Care. The ACAT assessor will visit you at home or in hospital to review your health and living arrangements.

The Aged Care Funding Instrument (ACFI) is a tool used to measure how much subsidy a residential aged care facility receives to cover the cost of care for each resident. Every resident is assessed on the level of care they require, their daily living activities, behaviour and complex health care needs.
How many hours is a level 4 home care package?
A Level 4 Home Care Package is intended to support people who have high level care needs. This level of package will give you $52,377.50 worth of funding per year. This works out to be approximately 14-15 hours of care per week, depending on your particular provider’s fees.

What is a level 4 home?
High Level 4 (Levels 4G – 4I) homes provide care, supervision and professionally supervised training for persons with severe deficits in self-help skills, physical coordination and/or disruptive or self-injurious behaviors. Maximum capacity for these homes will be 4 residents or less.

SERVICE LEVEL 4 Care, supervision, and professionally supervised training for persons with deficits in self-help skills, and/or severe impairment in physical coordination and mobility, and/or severely disruptive or self-injurious behavior.
What is Level 2 nursing care?
Level 2: Also known as a moderate or intermediate level of care, level 2 care is meant for residents who are independent and can perfectly perform various ADLs such as feeding but may need help with other activities such as bathing.
What is the future of Chsp?
To prepare for these future reforms, CHSP grant agreements will be extended for one year from 1 July 2022 to 30 June 2023, with most CHSP providers transitioning to payment in arrears. Why is this important? Senior Australians want to age independently in their own homes.

From the 1st of July 2015, the Home and Community Care (HACC) Program was merged into the Commonwealth Home Support Programme (CHSP), however the HACC program still operates in Victoria (as of July 1st 2016, the CHSP replaced HACC for new clients) and Western Australia.
Needs are classified under the 3 funding domains of: activities of daily living (ADL) behaviour (BEH) complex health care (CHC).
Is Chsp phased out?
Commencing in 2015, the Commonwealth Home Support Program (CHSP) was due to be phased out this year and rolled into the national program for Home Care Packages. That’s now set to change, with the budget announcement this year committing to continued funding for CHSP through to 2022.
